Phil is founder of World Class Scholars – an innovative project that creates global classrooms with real time online educational and cultural exchanges. It will launch globally in Oct. 2021 at Dubai Expo 2020 world’s fair.

Beginning in 1994, Noble was an early pioneer in using the internet and new technologies in the civic sector – media, politics, government, NGOs, foundations and education. As an entrepreneur, he has started six digital companies and NGOs. He is a veteran of over 350 public affairs projects and political campaigns in 40 states and 32 countries including work with over two dozen political parties and campaigns to elect the head of state in 15 countries.

Among his clients are the World Bank, Metropolis, Papandreou Foundation, ABC News, International Crisis Group, Reuters, Amnesty International, The BBC, Bertelsmann, AOL Time Warner, Al Watan, Star Media and others. His government clients include United Nations, European Union and European Parliament, the national governments of Australia, Greece, United Kingdom, Unites States and the cities of Amsterdam, Barcelona, and Stockholm.

Noble has been a guest lecturer at over 30 colleges and universities in the US and internationally. He held teaching and advisory positions with a variety of universities and their academic publications at George Washington University, University of Southern California, University of Amsterdam, University of Athens and others in South Carolina and Georgia. He was a Resident Follow of the Institute of Politics of the John F. Kennedy School of Government at Harvard University.
