What is COP28 UAE?
The United Nations Climate Change Conferences are yearly conferences held in the framework of the United Nations Framework Convention on Climate Change (UNFCCC). They serve as the formal meeting of the UNFCCC parties (Conference of the Parties, COP) to negotiate and agree action on how to tackle climate change, limit emissions and halt global warming. The United Nations Climate Change Conferences are the world's highest decision-making body on climate issues and one of the largest international meetings in the world.The host of the 28th United Nations Climate Change Conference, or Conference of the Parties (COP28) will be the UAE (United Arab Emirates). COP28 UAE will provide a milestone opportunity for the world to come together, course correct, and drive progress to keep the possibility of limiting global warming to 1.5°C, so we can meet the goals and ambitions of the Paris Agreement.COP28 UAE will be a transformational moment for the world to unite around tangible climate action and deliver realistic solutions. Achieving this requires collaboration across civil society, governments, industries and sectors.
When will COP28 UAE take place?
COP28 UAE will take place from 30 November to 12 December 2023 at Expo City, Dubai in the United Arab Emirates. The major global event will welcome high-level participation, including over 140 heads of state, senior government leaders, over 70,000 participants and more than 5,000 media professionals.
What are the COP28 Program and Themes?
The COP28 thematic program is designed to unite a diverse range of stakeholders - all levels of governments, youth, business and investors, civil society, frontline communities, indigenous peoples, and others - around specific solutions that must be scaled up this decade to limit warming to 1.5 degrees, build resilience, and mobilize finance at scale. The COP28 program includes:

What are the different zones at COP28?
The conference will be split into two main zones: The Blue and Green Zones.
- The Blue Zone is a UNFCCC-managed site, open to accredited parties (country negotiators) and observer delegates (NGOs, IGOs, UN Agencies), media, and world leaders. The Blue Zone hosts formal negotiations across the two weeks of the conference, and hundreds of official side events, including panel discussions, speaking events, and cultural events.
- The Green Zone is a managed and delivered by the COP28 UAE Presidency. It offers a platform to non-accredited delegates, including youth groups, civil society, the private sector, and indigenous groups to have their voices heard, promoting dialogue and awareness about climate action.
What is the purpose behind hosting RewirEd Summit 2023 at COP28?
RewirEd Summit is Dubai Cares’ flagship platform advocating for transformed education systems as the core enabler of a sustainable future for people and planet. Drawing from Dubai Cares’ 16 years of global experience in enabling access for children and youth to quality education, RewirEd Summit was established in response to the urgent need to transform education models and bring forward solutions at the intersection of education and other Sustainable Development Goals (SDGs), in partnership with new and unlikely allies.Following a successful first edition of the RewirEd Summit held during Expo 2020 Dubai, the second edition of the RewirEd Summit will take place at COP28 on the “Youth, Children, Education and Skills” Thematic Day on 8th of December, 2023. The RewirEd Summit will focus on placing education at the forefront of the climate agenda by bringing together diverse voices and sectors including heads of state, governments, education, climate, civil society, private sector, indigenous communities, youth, and activists.
What will RewirEd Summit 2023 focus on?
RewirEd Summit at COP28 will focus on 4 key areas:
- Rewiring Lifelong Learning for Green Jobs and Green Economy;
- Transformative Policy and Innovative Financing at the Nexus of Education and Climate Action;
- Leveraging Technology and Connectivity to Rewire Education Systems for Climate Adaptation and Mitigation;
- People and Knowledge at the Heart of Transformation for People and Planet.
What are the desired outcomes of the RewirEd Summit 2023?
By hosting RewirEd Summit 2023 at COP28 we hope to:
- Integrate education and Climate as a main pillar at every single future COP
- Align agendas, commitments, and financing among climate actors and education sector, ensuring that climate agendas and investments are linked to education priorities, and that education strategies and commitments respond to the climate agenda
- Unite climate and education actors to contribute towards global goals for climate adaptation, mitigation, and resilience through rewired education systems
- The publication of a policy paper, following the first Rewiring Education for People and Planet report, that highlights the actions needed to be taken to integrate climate and education agendas globally and at a country level.
How has RewirEd Summit 2023 put together its program and who has contributed to it?
The RewirEd Summit programming for COP28 will revolve around the theme "Education at the Heart of Climate Action." We firmly believe that climate ambitions cannot be achieved without education taking center stage. Its transformation must be a priority, championed by all sectors. Our approach will be multi-faceted, recognizing that addressing current climate challenges and future ambitions necessitates international collaboration, policy reform, technological innovation, education, and advocacy. We are committed to emphasizing solutions, as we acknowledge that solutions at the intersection of education and climate exist but require the opportunity to be showcased and scaled up. At RewirEd, we believe that everyone has a stake in global education transformation towards a sustainable future for people and the planet. It must be an inclusive, collective, and proactive effort that involves all.In order to realize the vision of the RewirEd Summit, a series of consultations and co-creation sessions with our stakeholders across sectors contributed to shaping the event’s programming. 305 individuals and organizations shared their proposals for sessions at RewirEd Summit at COP28. Their inputs will foster insightful sessions and meaningful discussions that highlight the transformative power of education in addressing climate challenges and creating a sustainable future for all.
Who should attend RewirEd Summit 2023?
RewirEd Summit 2023 is set to bring together diverse voices and sectors including heads of state, governments, education, climate, civil society, private sector, indigenous communities, youth, and activists to disrupt, rethink and reimagine the current education system for the future of people and the planet.
How can I attend the RewirEd Summit?
RewirEd Summit 2023 will take place on December 8, 2023 at the Green Zone of the Connect Conference Center at Expo City Dubai. The Green Zone is open to delegates and guests of the Blue Zone, Public and Private Sector, NGOs and the General Public.Further information regarding access to programmed or ticketed events will be shared once finalized and tickets will be available through the COP28 UAE website.
I have registered to attend COP28. Do I need to register separately to attend the RewirEd Summit?
If you are registered as a delegate in the blue zone, you can therefore access the green zone. If you are registered for the green zone, you can attend the RewirEd Summit and other events taking place in the Green Zone.
Once I register, is my attendance confirmed? If I don’t hear straight away, when can I expect to find out if I’m registered?
The registration for the RewirEd Summit should be done through the UNFCCC website where you will receive a QR Code confirmation.
Who will be speaking at the Summit?
RewirEd Summit will feature a stellar speaker line-up from U.N agencies, international NGOs, academia, youth as well as representatives from the public and private sectors. When will the agenda be unveiled?
RewirEd Summit 2023 will run between 10:00 to 18:00 on December 8, 2023 within the Green Zone of the Connect Conference Center at Expo City Dubai.A provisional agenda will be published on (Insert date). Can we still submit a proposal to host a session at the RewirEd Summit?
Submission of proposals to participate at the RewirEd Summit was announced on 15th August, 2023 and closed on 15th September, 2023. We have received more than 300 proposals for sessions that will be taking place during a single day. Unfortunately, we are not able to accept new proposals at this time.
How can I access the green zone?
The Green Zone is a space managed and delivered by the COP28 UAE Presidency. It offers a platform to stakeholders, including youth, civil societies, NGOs, the private sector, and indigenous peoples to have their voices heard, promoting dialogue and awareness about climate action. The Green Zone will also host technical conferences, panels, and activations with a focus on existing and future solutions to climate change mitigation. The Green Zone is open to delegates and guests of the Blue Zone, Public and Private Sector, NGOs and the General Public.Further information regarding access to programmed or ticketed events will be shared once finalized and tickets will be available through the COP28 UAE website.
Is the COP28 site and conference venue, including the stage, accessible to individuals with disabilities such as those requiring wheelchair access or with hearing impairments?
The COP 28 venue will be accessible for those with reduced mobility needs. Further information is available here.
Can you provide a support letter to facilitate the visa application and entry into the UAE for speakers and attendees?
If you are travelling to the UAE to attend the Green Zone or other COP28 UAE events and activities (and are not a UNFCCC registered delegate), you can apply for a standard visit visa or receive a tourist visa on arrival if applicable.For more information please visit www.icp.gov.aeIf you are travelling to the UAE to attend the Blue Zone, it is imperative to provide all the required information including the UNFCCC registration code on the COP28 UAE Visa application portal.All enquiries regarding visa arrangements should be addressed directly to visas@unfccc.int.
How can media register to attend the RewirEd Summit?
Only accredited media representatives with a UNFCCC conference badge will be permitted to access the Conference venue, including the Media Center.
